Someone MUST know what I'm missing - HELP

Hi everyone - brand new here. But in urgent need.
I have the SSN, address, phone for someone and I have their Discover card statement. He has 11k available. 72 dollar balance.
How can I get to some of that available balance??! I only need 4k
..rest can be yours. Help me!! How to get the full card number or access that available balance
